    I am in the country of New York State and we have our " summer friends " that come up and adopt animals then they just walk away in Sept.
    I would love to see the animals tatooed and followed if the same person adopts 2 years ( cause dogs to get out.. and run away) in a row and the poor animal is found later – they pay a LARGE fine and is no longer able to have the ability to adopt anylonger.
