The Bill has been amended and was passed by the DC city council in late September. The act became effective when votes were cast, but has just recently been established as law.
Harmful elements including the broad declaration of certain breeds of big dog as ‘dangerous’ have been removed. The council has established very strict standards by which the DC city officials can intervene.
The amendments have taken the power away from the mayor and MPD to make decisions regarding the treatment of potentially dangerous dogs and set up a framework to protect dogs from harm as well as handle situations involving truly dangerous dogs in an appropriate manner.
This bill now serves as an act of protection of DC dogs and dog owners should view this as a step in the right direction.
